the best palmtrees - relation between price and quantity you will get - come in my opinion from Magister Militum.

thrifles is right ... these are the best price/value palmtrees for 15mm
... and if you have some relatives or friends in america you can get these trees REALLY cheap in a big bag
just look for cake decoration shops like sugarcraft or http://www.bakingshop.com/cakes/animals/plants.htm ... 144 trees for 17$
